The tactics have now been perfected by state-sponsored terrorist groups who venture into enemy territory and wage war against the state by striking at common people and religious centers. They have total disregard for loss of human life. Their main intention is to cause collateral damage that draws attention of the international community.
Earlier, terrorist groups used to claim responsibility for their actions, but times have changed.
